Before the 80s there was no national standard for wine that was to be exported.
Joe Babich and Bruce Collard took on the job, even trying to train the palates of government scientists. It didn’t take long before they realised it was a futile effort, and they should do it themselves. Following their example these days export wine is tested and approved by a panel of independent experts from within the wine industry.
